When Disneyland began selling tickets and booking theme park reservations again on April 15th there was one HUGE group of potential guests left out in the cold, out-of-state visitors. The exclusion wasn’t Disney’s fault, but rather California state travel restrictions and theme park guidance which specifically prohibits theme parks from selling tickets to anyone other than a California resident (you’ll see in mentioned in the final bullet point in the orange and yellow tier columns below).
However, an addendum to the state blueprint now mentions that out-of-state visitors CAN participate in activities within California as long as they have been vaccinated (or test negative).
The addendum lists a bonus for vaccinated and negative tested participants (workers don’t count against venue capacity). In the theme park blueprint above, indoor attractions are limited to 25% capacity, but the addendum could expand that to 50% if conditions are met.
While Disneyland has yet to change their policy to allow out-of-state visitors, SeaWorld San Diego already has:
Disney has confirmed that they have seen the state travel addendum but will continue with their current policy for now.
UPDATE April 21st, 2021 – The state of California has confirmed that theme parks may indeed begin selling tickets to vaccinated out-of-state visitors!

UPDATE April 28th, 2021 – Universal Studios Hollywood has just announced that it will allow out-of-state visitors that are fully vaccinated. To visit the park, guests must be either a California resident or fully vaccinated with proof of vaccination and photo ID. Online ticket sales are restricted to California residents, front gate sales are restricted to out-of-state guests. At this time only out-of-state visitors 16+ are eligible,
